Quinn determined to de-rail our rights

I see that Gov. Quinn plans to amend (veto) HB 183 to make it a "May Issue" Bill. No surprised there, but we are sure fed up with his crap.
 
It's my understanding that if a bill was not passed by June 8th (then extended until July 8th), then constitutional concealed carry would be the default result. Does a veto by Quinn mean that constitutional carry will be in effect? (Unless Madigan tries to intervene by protesting the decision handed down by the courts.)
 
The legislature will overturn the veto on July 8th (deadline is July 9th). It's already on the docket; they were meeting during recess anyway to lie to each other about state pension reform.
