questions on title 18 US code 930

I'm guy who finds it difficult to understand why our government trusts the military to support and defend the constitution, serve our our country, with confidential secret & sensitive information, trusts MP's with guns to guard our military bases when on duty, but not any of us with our personal weapons on base. #1: Is the exchange located outside a base considered a federal installation? Or are the employees there federal employees?

Federal installation - yes, under the charge and control of the base commander it is attached to. As such the base commander can prohibit firearms in the Exchange and on Exchange property. Employees there federal employees? No. They do not receive federal government paychecks. They are paid by the exchange service.

#2: in subsection "h" what could be determined as actual notice?

A number of things. A verbal statement made to you by a guard that you were entering a Federal facility and firearms were prohibited according to Federal law. A written statement that you received as part of getting into base housing, or obtaining a civilian ID to enter an installation. Part of a contract for hosting an event on an installation. Anything similar to that.
 
Because its a federal installation I'd just leave it at home. Anyone who tries something in a facility crawling with members of the armed forces is pretty much doomed to failure. When was the last time you heard of a navy federal being robbed?

Please tell us you are joking. First, remember the shooting at Ft. Hood? second, Navy Federal Credit Union is in no way associated with the Federal Government!
