Question on MA Non-Res LTC

Here's my deal, I live in VA but I'm from Boston. I will most likely move back next year. I''ve almost got my VA permit to conceal (no permit req just to carry here). I was looking at the MA Non-Res LTC app via the State Police website and noticed this were you pick which LTC your applying for.

"a LTC may be issued to a non-resident, non-citizen (alien) ONLY for the purpose of firearm competition"

Now does this mean a non-res who is ALSO an alien, OR all non-residents? seems like a waste to get an LTC if I can't actually carry.

The class of license applied for and granted is at the discretion of the state police issuing officer. If a Class A non-resident license is granted with no restriction than you have the right to carry concealed as I read and understand it. Perhaps a phone call to make sure, but as I recall if it's Class A unrestricted it's a concealed carry license same as the resident is.

The laws here in MA are as confusing as can be.

KN1080 on this site is a friend of mine in RI and has a MA non-resident LTC.

BTW: Since your buddy lives in RI, Is Rhody a shall issue state? I keep playing with the idea of skipping MA and moving just over the line of RI or NH.....Hard to give up the rights and way of thinking once you have them.
 
2 "issues" with MA permits...only good for 1 year (temporary), and you have to pick it up in person.

RI...a rather "interesting" state....yes it is Shall Issue...however...

§ 11-47-11 License or permit to carry concealed pistol or revolver. – (a) The licensing authorities of any city or town shall, upon application of any person twenty-one (21) years of age or over having a bona fide residence or place of business within the city or town, or of any person twenty-one (21) years of age or over having a bona fide residence within the United States and a license or permit to carry a pistol or revolver concealed upon his or her person issued by the authorities of any other state or subdivision of the United States, issue a license or permit to the person to carry concealed upon his or her person a pistol or revolver everywhere within this state for four (4) years from date of issue, if it appears that the applicant has good reason to fear an injury to his or her person or property or has any other proper reason for carrying a pistol or revolver, and that he or she is a suitable person to be so licensed.

For the most part the issuing authority in power now for RI is pro (as I have been told).

Funny, but I just have to get the rest of my paperwork in order and submit it for RI. I've been so busy that I have yet to get any real time. Perhaps this weekend. Anyway.

MA you will have to appear in person to get the license as stated, and it's only the 1 year temp.

Non-residents if not licensed can go to a MA shooting event but they have to have a printout of the event with them in case they get stopped.

Non-resident permit lets you do as it says.

MA is shall issue for an FID, lets you have long guns. License to carry is discretionary, state license but decided by the police chief of the town you live in. Non-resident as mentioned is from the state police and not as long a duration.

MA recognizes no other state. Cannot buy ammo without an FID or license. Cannot own a long gun without an FID Firearms Identification Card. Cannot own a handgun without a license LTC.

I think non-resident for RI and MA are not that easy. It can be difficult to get resident licenses and they have a shooting qualification.
