Question about Residency (FL/VA/DC), Schools, and Concealed Carry

Hi guys, this is my first post here. I am about to graduate from undergrad, and I'm doing a year of service in Washington, DC. I have a multi-layered question, so let's get to it.

My primary state of residence is Florida. My parents still claim me as a dependent on their tax returns, I have a FL license and FL plates on my car, and until I get a real job (after grad school, so 3 years) I will not be considered independent.

I am moving to Virginia (Arlington) in a few months, but I am going to be working in inner city DC schools in the Anacostia district. I am really worried about my safety driving around in Anacostia, and in DC in general, so I was thinking about getting a handgun to keep in my car just in case. I do not want to carry it on my person, but primarily (like 95% of the time) it will be in my glove compartment or center console.

1. I am assuming that because FL is my primary residence, that I would apply for a gun permit there? If not please clarify for me.
2. Assuming the answer to #1 is indeed Florida, will I be legal with my gun in VA?
3. Assuming I answered #1 correct again, will my gun be legal in DC?
4. The wrinkle is that I will be working in a school. I know obviously that I cannot carry the gun with me in a school, but it will be locked in my car. Am I allowed to park on school property with a handgun out of sight, and/or locked up? Will I have to park off school property or a certail number of feet away from school property?
5. Any other tips or advice?

You actually have a couple of options. You can apply for a FL permit which is recognized in VA,or you can get a non-resident VA permit. Both require that you take training however the prices for the permits are very different. The VA permit is at most $50 for the permit (training not included) while the FL permit is $117 (same about training not included). However, niether one will be valid in DC.

This is what I would tell one of my daughters were they in your situation. First, go to Walmart and buy a 3 D-cell Maglite flashlight for about $19. It is not legal to keep a billy club or other actual weapon of its ilk within reach while driving in any state I've lived in, but they allow a flashlight under the seat. If it's down to your life or theirs, put the bridge of their nose back into their brain and they will stop attacking you. Second, find a good teacher and get some training in judo or aikido. Both don't require a lot of space for effective use and don't require a lot of strength. They teach you to use your attacker's strength and movement against him/her. Third, and I don't know how you learn this, but maintain your composure if approached. Sweep their knee to knock them down. They will get up but it will give you time to get away. Fourth and last, look into the legality of OC in DC. If it's legal there buy a Kimber "Pepperblaster II" for about $40. Peace.

Thanks so much for your response. I will be doing all of the things you recommend, and I'll look into the pepperblaster. I see it's illegal to ship to DC, but good thing I will have a VA address. The first thing I thought of (when I discovered pretty much anything and everything is illegal in DC) is pepper spray; I just worry that in a situation where they have a gun and all I have is pepper spray, they will shoot blindly in pain/anger as I try to get away. But there's not much else I can legally do, so I really appreciate your suggestions.
