Purchasing outside of state where residing/permitted, with a non-resident permit..

New member here! I like the recent activity of this site, good current topics and information.

My question, that I've asked a few local enthusiasts about, that I haven't got a clear answer on is:

I have a state pistol permit to carry pistols and revolvers in the state of Connecticut (resident), which allows me to purchase the like, as well as long guns, in the state of Conn. However, there are not a lot of gun shows in this state, as well as gun shops, and the pricing in Conn. at times can be high. I like to vacation in different areas of the country, and would love to put on my agenda attending some of those gigantic gun shows I hear all about, or visiting a store, but if I can't purchase something if I want, then attending would be no fun! If I additionally obtained a Utah non-resident permit, which would allow me to carry in more states, could I visit a state which honors Utah's permit to carry, to purchase a handgun or long gun right then and there, with proper paperwork done and valid check done, and walk out of there legally and bring it back to my residential state of Connecticut legally, hahaha, as long as said purchase is legal to posses in Connecticut?

Phew, that's a lot of variables there!!

(Moving out of this state at this time really isn't an option, but who knows in the future..)

A handgun must be transferred to you by an FFL in your state of residence, which is Connecticut. A rifle or shotgun may be transferred to you by an FFL in any state so long as the transfer complies with both the laws of state the FFL is in and Connecticut state law. It is illegal for any private party, face to face firearms transfer to occur between residents of two different states without an FFL transfer. The applicable Federal laws are 18 USC 922 (a)(3), (a)(5), and (b)(3), state laws may even be more restrictive. The carry permits have nothing to do with it at the Federal level.

You may purchase a handgun outside of Connecticut, but it must be shipped to an FFL in Connecticut for transfer to you.

There is one other case where you temporarily become a resident of another state. That is where you own a vacation home in another state and happen to be residing in it say for the summer. This is defined in the federal regulations under definitions of a resident.

State of residence. The State in which an individual resides. An individual resides in a State if he or she is present in a State with the intention of making a home in that State. If an individual is on active duty as a member of the Armed Forces, the individual's State of residence is the State in which his or her permanent duty station is located, as stated in 18 U.S.C. 921(b). The following are examples that illustrate this definition:

Example 1. A maintains a home in State X. A travels to State Y on a hunting, fishing, business, or other type of trip. A does not become a resident of State Y by reason of such trip.

Example 2. A maintains a home in State X and a home in State Y. A resides in State X except for weekends or the summer months of the year and in State Y for the weekends or the summer months of the year. During the time that A actually resides in State X, A is a resident of State X, and during the time that A actually resides in State Y, A is a resident of State Y.

Why not just have it shipped to a FFL near your home? I buy most of my guns online, Auctions, etc and ship them to a local FFL that receives and transfers the gun to me. A CCL doesn't even come into play.

Permit to Acquire or Permit to Carry?

I live in Hawaii; one of the strictest of the 50 states. I recently obtained a permit to acquire a long gun which will last for approximately one year from the date of issuance. Will this allow me to purchase out of state? Probably not, but I'm taking it to Nevada to see if I can purchase anything and have them transferred to a local FFL dealer. I'm not sure what the specific laws are, but I was told last year that only the surrounding states as well as the locals were allowed to "purchase". I hope the permit to acquire will have some bearing in the matter.

It's been my understanding and practice that one may purchase long barreled firearms without needing to be shipped to an FFl in your state if purchased out of state. However, you are the first person I have ever heard that has said they needed a permit to purchase a long gun from their state. I would strongly advise reading your HI firearm laws carefully to find out.
