Hey guys I wanted what city in PA can I get my ccw that doesn't give u a hard time and do the sheriff department mail the papers for the process
 
In the state of PA, the LTCF is issued by the governing Sheriff's department. You apply to the Sheriff of the county you live in. If you do not live in PA, you must go to the nearest Sheriff's department in PA in person. There is no license by mail anymore.

As a resident you may start the application process by mail (or electronically) but you must appear in person to take your picture and electronically sign your name. For a non-resident, I would call the nearest Sheriff's department to you and ask what their procedures are. It should be similar.

The reason I speak of both resident and non-resident is you didn't say where you were from and you haven't updated your profile to say where you are from.
 
I have my PA ccw permit. You can obtain the form online or from your local county sheriff. You fill out the paper turn it in they do your background check and call you to come take your picture and pay the fee.
 
I just got my non resident permit from PA last month. Incredibly easy. I went to the Berks County Satellite Sheriff's Office at the Reading Municipal Airport. Took 15 minutes and the folks there are very friendly. I highly recommend them.
