Pennsylvania Non-resident LTCF

On the USACarry information page about Pennsylvania (Pennsylvania Concealed Carry Permit Information) the statement is made that a qualifying non-resident may submit a completed application "to any Pennsylvania County Sheriff’s office". This is not true. Many of the Pennsylvania County Sheriff’s offices state emphatically on their websites that they will not issue non-resident LTCF's.
 
On a slightly different note. If someone lives in Pa. and has a valid carry license, which doesn't expire for two more years, then moves to another state does the license remain valid? The state that they move to reciprocates with Pa., so.......is it legal to continue to use that license to carry in the new state? Can anyone enlighten me?
 
Check the laws of the state in which you reside. Pennsylvania issues a License to Carry Firearms to both residents and non-residents. It does not distinguish between the two. And yes, your PA LTCF remains valid if you move from the state. But it would depend upon the laws of the state in which you reside whether they recognize a PA LCTF once you have established residency. Some states recognize other states permits only if the licensee is a resident of the other state. Some states recognize the permits issued by other states even though the licensee was not a resident of the state which issued the permit. Some states will not allow their residents to carry a firearm with a license issued by another state. I was a PA resident and had a PA LCTF. I also had a AZ non resident permit. Alabama recognized my AZ non resident permit. Al did not recognize my PA permit. I moved to Alabama a few years ago. Immediately upon establishing residency in Alabama, the state of Alabama no longer recognized my AZ non resident license. I had to obtain a Alabama permit to legally conceal carry. Yet those licenses were still valid in many other states. Confusing enough? PA at one time used to recognize a permit from another state issued to a PA resident. However not too long ago that all changed and they no longer recognize other states permits which were issued to PA residents. It is very critical that everybody know the laws of the state that they reside in and also the laws of the states that they travel through while carrying their firearms.

My wife and I recently made the short trip to McKean County for our Non-resident permits. The whole process took about ten minutes. Very professional. Just call ahead to make sure of their hours. We were pleasantly surprised as we live in a State and County that's not 2A friendly.
 
Most of us in Delaware go to the Lancaster County Sheriff's office for our PA non-res. permits. They are absolutely the friendliest people and take care of you quickly. I got mine there and like most other people I know, it only took about 20 minutes. You must have a valid home state CCW permit with you. I got my applications on-line, filled them out and printed them off, and waited until I got there to sign them so they could witness me signing.
They take your picture, so you don't have to bother with that either. Great bunch of gals and guys there.
 
Take a photo copy of your De. permit and driver's license.

Your residence address on your Drivers license and CCW must match, so if you moved recently, make sure to get your docs updated. They made a point of telling me that on the phone before I made the drive. This confirms that your CCW is a "Resident" permit from your home state.
 
I went to Butler, PA on Friday. I had my application filled out according to the instructions on the website except for my signature so I could sign it in front of them. I already had a color copy of both sides of my Ohio and Utah CHL's. The woman at the desk added a copy of the front of my driver's license. I used one Pa. person (not a Butler County resident) and one Oh. person for my 2 references. It all took less than 10 minutes, including my gawking at the beautiful architecture of the Butler County Courthouse. They mail your LTCF to you.

The staff was very friendly. The sheriff walked by and gave me a friendly "Hello" (yeah, I know they also have to be politicians). It was a pleasant and simple procedure.
 
I've been getting mine in Forest Co., City of Tienesta for over Ten years with no problems. I live in Ohio.
 
I ended up going to Butler County. The 2 references on the application could be anyone you have known for a few years, no matter where they live. The procedure was quick, efficient, and friendly. The license (LTCF) arrived by mail 9 business days later.
