I am a resident of Pennsylvania and I'm 18 years old. I've been looking into getting a concealed carry permit for protection (in light of recent events), but the minimum age for a PA permit is 21. My next step was to look for states with a younger age that are recognized by PA. After looking into most of them, Maine seemed like the only one that would be easy to get, and according to the reciprocity maps on this website, PA accepts ME non-resident permits. That would be great for me, however, according to this document:

It would seem that reciprocity only applies to resident permits. Which one is correct? Is this document outdated? Is there another law that supercedes it? Also, if a Maine permit won't help me, does anyone know any other good options? Most of them require you to actually go to the state to present documents or take the class, and I would like to avoid that. Thanks for your help!
