An 11-year veteran of the San Antonio Police Department is accused of sexually assaulting a teenager after pulling her over for a traffic stop Friday morning.

Police say 40-year-old Jackie Neal pulled over the 19-year-old and then groped the woman before placing her in handcuffs and sexually assaulting her in the back of his squad car, according to San Antonio Express News.

San Antonio Police Chief William McManus said the attack was “unthinkable.”

“I am angry. I am outraged. It’s a punch in the eye to the police department, this kind of conduct,” McManus said. “We won’t tolerate it for a second. And I think the swiftness of the investigation and the arrest is indicative of that.”



According to the arrest affidavit, Neal informed the woman that she was driving a vehicle that had been reported stolen. She then showed Neal a bill of sale, but he insisted she exit the vehicle and patted her down — ignoring her request for a female officer.

Neal then handcuffed the woman, moved her to the back of his car and raped her, instructing the 19-year-old not to tell anyone, the affidavit adds, according to San Antonio Express News.

After the unidentified woman filed a complaint, Neal was arrested.

A tracking device in the vehicle confirms his patrol car was stationary during a traffic stop in the area of the alleged assault for 18 minutes Friday, police reportedly said.

The 40-year-old officer is no stranger to accusations of sexual misconduct in the workplace. He was once suspended for dating an 18-year-old member of the department’s “police explorer” program, according to San Antonio Express News.

Neal is out of jail on $20,000 bond.

Just more evidence that cops think they are above the law. I also don't buy the Chiefs shock and disbelief. He knew this cop had a history of sexual misconduct. Who wants to bet this guy will never see any jail time or have to register as a sexual predator. I predict this girl is about to become very wealthy and many more females will come forward now that this creep has been exposed. Crimes this piece of sh!t should be charged with: Stalking, sexual assault, kidnapping, 1st degree rape, violation of civil rights, criminal obstruction and perjury. I would throw in a charge of impersonating officer to boot. Further, a 20,000 dollar bond for committing these crimes is a joke and a slap in the face to every law abiding citizen. He should be held without bond and placed in the general population of the worst prison in Texas.
 
I don't think it's fair to take the most extreme examples of crimes, like this, and then apply it across the whole organization... any more than you could say that since one white guy murdered someone, all white guys are murderers... it just doesn't work that way.

This isn't considered extreme for police officers anymore...rather just another bad cop that everyone is getting used to.

Fair? What's good for the goose is good for the gander. When the government stops painting gun owners, patriots, returning veterans, third party supporters and those who rightfully believe that the Constitution is the supreme law-of-the-land as extremists or "home grown terrorists" then well talk about it. Until then it's just business as usual, until they get caught red handed.

In cases like this, cops INVARIABLY deny the crime or defend the perpetrator. In the case of the Chicago cop who stomped the barmaid, there was VASTLY more rage by cops at the video being shown "too much" than at the actual crime. Cops took part in attempts to intimidate the victim and witnesses. For their efforts, Chicago cops managed to get a JUDICIAL DETERMINATION that there is a "blue wall of silence" in the Chicago PD.

Cops are being judged not for the so-called "isolated" actions of other cops. They're being judged for their widespread enabling of, if not actual complicity in criminal acts by other cops.

If you do something that you think is wrong, just because you think someone else is doing that wrong thing to you... it doesn't make you right to do it.

Interesting that you're more outraged at posters here for criticizing and/or stereotyping cops than you are at even the cop who raped a prisoner under his protection.

Is this part of your "point of view" that you continually whine about people around here taking exception to? How about at least expressing some concern for the 19 year old victim of the perverted pig, instead of posting links to completely unrelated topics to this thread? What a concept, huh? Actually posting on-topic? Who'd 'a ever thunk you might actually find a way to fit in around here by taking such an extreme and radical approach?

To invalidate what anyone has said about cops in this thread, you will need to wait until after the case is resolved, because the point is not that cops get arrested every once in a blue moon (compared to how many crimes they actually commit), the point is that those arrests rarely go on to criminal trial, and it's even rarer for the punishment of cops to fit the crime if convicted.

The police chief obviously had his head up his ass the entire time this officer had multiple sexual misconduct charges pressed against him....what the chief says is of no importance when he can't even figure out the warning signs.

Quote the parts of the two posts that preceded your first post where they "seem to implicate all police as criminals." Both posts were clearly talking about the people and unions that are (or might) be involved with the specific case discussed in the OP.

You're just making crap up to criticize the membership here. YOu are going from just being annoying to being an unmitigated troll.

I personally treat police the same way they treat their subjects..I don't know them...they haven't earned anything from me...I just want to go home at the end of the night...they are a complete stranger who's armed...they aren't a good guy until they prove it.

Don't you know? You MUST trust them WITHOUT QUESTION, in EVERY circumstance. Otherwise you're a "cop hater", and "hate authority".

Strangely, cops who commit crimes, lie under oath or who support other cops who do these things are claimed NOT to "hate authority"...

The Chief feigning heartfelt concern knew of issues by this officer, and you may bet countless others. If this department has an DIA, I hope the entire department comes under their scrutiny and investigation.

There is no "all cops are bad" mindset here. There is one of deep concern that these incidents are not reported, handled, or convicted enough. Duct tape seems to have been applied to police departments' officers mouths far too often.

I have many LEO friends, but you can't ignore criminal acts committed by criminal cops. I can't, and neither would my LEO friends.

Mugshots of cops who betrayed their oath and power are on the news here, nearly every night. The newscasts make these heinous deeds their priority to report, start to finish.

It's the one thing that MSM on our local level does right.
