As a resident of Ohio, can you carry concealed if you have a Utah Non-Resident permit?

according to this web site http://www.nraila.org/recmap/recguide.pdf that i just looked up ohio dose recognize the following states Alaska, Arizona, Arkansas, Delaware, Florida, Idaho, Indiana, Kansas, Kentucky, Michigan, Minnesota,... Missouri,
Montana, Nevada, New Mexico, North Carolina, Oklahoma, South Carolina, South Dakota, Tennessee, Utah, Vermont,
Virginia, Washington, West Virginia, Wyoming if I'm reading it right.

Yes. Ohio's reciprocity law recognizes reciprocal states' CHLs regardless of where the licensee lives. However, as a matter of Utah state law, when you renew your Utah permit, if you live in a state that honors Utah's permits (Ohio is obviously one), you will be required to have a CHL from your state of residence.
