Stubblevine was USAINSCOM commander when I joined the Army, but retired just before I started AIT. I was in the Army tactical Military Intelligence community for my seven years, and personally saw Army intelligence and communications security suffer greatly due to the destruction that Stubblevine did to the Army intelligence community in his four years as the INSCOM commander. Combined with the drastic measures of the Graham-Rudman Act, Army tactical intelligence capabilities were probably not ready for war during Regan's second term in office. For the next five years Army divisional and corps level MI units were trying to figure out what the hell they were supposed to be doing. He totally changed the mission of the Army's "signal security" people (the only people trying to educate and monitor classified information being exposed on the telephone, radio, computers, and via electronic emissions) which eventually eliminated them from the Army altogether. (today, over 25 years later, there is one individual DA civilian whose mission is US Army signal security of the entire Global War on Terror, he happened to be a classmate of mine)
He was a nutcase that should have never been allowed to advance past the rank of captain. Fortunately, INSCOM involves only the army, and he wasn't able to affect the other services or CIA/DIA/NSA/etc. (of course Jimmy Carter had already done enough damage there) I guess maybe looking at overhead photography (we called guys that did that "squints" from spending countless hours trying to figure out what all of the little tiny stuff is on satellite imagery) burned his brain up.
Which is evidenced by his being the ranking officer of "The Stargate Project", an Army study held near his office at Ft. Meade MD, on parapsychology. He supposedly personally tried to walk thru walls....of course without success.
Today, among other things, he is the most prominent "truther". A listen to the first couple of minutes of this video will show you the kind of guy he is. I wouldn't take anything he says very seriously. (although I actually questioned the same hole in the side of the Pentagon and thought that it could have possibly been a cruise missile...and came to the conclusion that if 9/11 was actually orchestrated, it was done by Al Gore, the only man who actually had something to gain by it.)
