I tried to renew my Nonresident CCW permit today in Lawrence County. I was told that could not as I had NO reference from Lawrence County? I am from Ohio, I don't know any one from Lawrence county? The lady said "sorry it's the law" NO reference , no permit?

I had the form filled out and my old (but still good) permit in hand.
Are all the counties this way?

And why aren't you talking about it in the Firearms Politics & 2nd Amendment Issues board, instead of the LEO Encounters board, since your story contains no point where you encounter a LEO?

^^this or atleast posted in the state of the county in question.

I was talking about Pennsylvania USA

And I did not know where to post it, I WAS IN THE SHERIFF's office!

In a later post you mentioned that this was in PA, I was able to renew my non-resident carry permit 18 months ago in Centre county by mail but that has been changed "as the result of requirements of Act 66, 2005, applicants must have their photo and signature captured electronically into our system. At this time there is no manner to complete these requirements without the personal appearance of the applicant.

Therefore we will not be able to process any mailed applications received after March 31, 2011." Centre County Permit

There was no mention of needing a personal reference.

There is a page which outlines which counties issue permits
PA Counties

Find one you can get to that issues non-resident permits and contact them for their list of requirements.

The application has space for 2 references. The only stipulation is that they "not be related to you". It does not matter where they live. The lady was blowing smoke.

On Lawrence County's Sheriff Dept. States on their web site that ; "The 2 references required cannot be related and MUST live in Lawrence County."

I just read it again.

Where is the logic? You have to know at least two people outside of your own gene pool in order to rate having your rights to self-defense respected?

Just got an EMAIL from Beaver County PA> "as policy the sheriff doesn't grant permits to out of state Residents"

Making up the rules as they go???????

Take the drive to Centre County. The sheriff there is a great guy, and his staff is wonderful to deal with. Very pro 2A. You'll be in and out in 30 minutes tops.

Recently, there was a post in one of these forums by someone from Putnam County, NY going to Bucks County to get a new non resident PA permit and was in and out in 40 minutes with a permit in hand. No BS.

PA is getting to have too many pockets of communism. We may have to work out a redistricting plan to make some of it part of NJ if this crap keeps up.

That's exactly what he is doing. He has no authority to choose who he will/will not issue to.

I went today to Butler county Sheriff's Dept. Super people! The whole thing Picture and all took 11 min. laminated and out the door! Very pleasant experience.

Or just adopt state-wide shall-issue legislation.

Pennsylvania does have a statewide shall-issue law. See 18 Pa. Consol. Stat. § 6109. The real problem is that Pennsylvania law does not provide attorney's fees to a person who successfully challenges a denial, suspension, or revocation of a license to carry firearms. Compare with Link Removed; Link Removed. Because of this, some sheriffs refuse to issue LTCFs to nonresidents as required by law and Philly (by way of DC and Chicago) Police Commissioner Charles Ramsey (and his predecessors) have added numerous, burdensome, unlawful requirements that have not been challenged in court because there has not been a person willing to challenge these policies at their own expense.
