Noise Suppressors Vs Silencers

Oklahoma passed a Bill in the House today to legalize Noise Suppressors for landowners while they are hunting on their properties. To make a long story short, a friend texted me and said that a N.S. is not the same as a Silencers; could someone educate me on the difference, if any, please. Thanks.
 
Are both statements in the last two posts correct, or is the last one correcting the other one? Sorry, I'm a little confused, and thanks for the replies
 
There is no such thing as a "silencer", what Hollywood calls a "silencer" is in fact a noise suppressor. Like your car muffler a noise suppressor lessons the emission noise of combustion.

Is there any firearm that is completely silent with a silencer? I believe, a suppressor, moderator, can, muffler, and silencer are the same item. That is what Silencerco believes, and they refer to the ATF as using both terms.

On a side note, although there are are lovers and haters of nut'n'fancy, I think the conversation at the beginning during the weapons check is how most all of us would speak with each other. There are obviously difference's of opinion between the 4 guys, and they give each other a hard time, but in the end they all respect each other's decisions.
