When I don't work I don't get paid, and we are afraid not to pay folks already not working and taking pay???

If you look at government payscales, they are very simple. They do not talk about pay per week. It's pay PER YEAR. That pretty much guarantees your total at the end of the year. My brother worked at an AIR FORCE installation and was subject to the shutdown years ago. He got time off. I worked at a similar installation but I worked for DLA and we worked on a different 2-week schedule (he got paid on one Friday and I got paid the next). I got no time off since the shutdown was settled in a week.
Ultimately, he got paid for that week off. We were pissed that we didn't get the paid vacation.

Actually, active duty military pay scales are determined on a monthly basis since allowances such as BAH and family sep pay can vary month to month. Even allowances that are now prorated to a daily basis such as hazard pay are doled out on a monthly basis. Your annual total could be very different year to year even if your base pay doesn't change at all. And since I'm no longer active duty and in the reserves now, the reserve pay scales are completely different. We get paid per drill which is defined as a "4 hour" period or half a day. A typical drill weekend is 2 days and 4 drills. You only get paid for the ones you show up for. And seeing as how I have drill this weekend, and congress is still deadlocked, I won't be going unless I get a guarantee from my command that they have enough leftover funds to pay me on time, since I have to take time off work to go.
