Once a bill becomes law it immediately starts getting modified and amended.

Once any law gets passed it immediately starts getting modified. That's the problem with our tax code. Congress can't leave it alone. In 1986, Reagan passed a tax reform law which was simple, uniform, and had both party's support, and five minutes after he passed it, special interest groups were petitioning congress for waivers.

I also agree that this is a gross violation of states' rights.

If anything, H.R.822 is the closest to the proper use of the Interstate Commerce clause just like drivers licenses issued by states.

As far as the NRA is concerned, it is Republican Party lackey and will do whatever it's political masters tell it to do. It needs their money to keep existing.

The NRA IS a sellout, and has been compared to the Judenraten. No law gets passed without them sitting at the table negotiating, but truly they only have their own coffers as their top priority.

Not really a states rights issue as individual rights trump states rights. Where states invoke "states rights" to preclude an individual right expressly protected in the constitution (in this case, by the 2nd and 14th amendments), it is certainly appropriate for the federal government to enact legislation to protect that right. While some members of Congress try to inappropriately push phony rights to take federal power, this is clearly a consitutionally protected right that states are restricting (some more than others).
