MultiState Conundrum

So I am in the Navy and I am stationed with the Marines at Camp Lejeune. I am originally from NY, along with my Wife. My wife is also in the Navy but she is stationed in SC. So here arises my problem. I Live On base, in the barracks with my Marines at Camp Lejeune durring the week. On weekends, I drive down to see my wife who lives off base in SC. Now during the week i never go off base really so I have no practical desire to carry a handgun during the week. During the weekends, I want to be able to carry when I am with my wife as we go out and do things.

I am slightly aware of the process for getting a pistol on Camp Lejeune as far as getting the letter from my CO etc, but they generally (apparently) don't authorize personnel to get CCW if they live on base but they can get the permit to buy the pistol and register/store it at the armory. Does this mean I could open carry the pistol without a permit? Now What if I wanted to buy the pistol but never even keep it in NC? What if I only used it in SC? Might I just act as if the gun was for SC only?

The reason I ask is because apparently SC only accepts CCW permits for residents. Since my wife is stationed there, her orders count as residency I have been told. I live/am stationed in NC so I obviously am not a SC resident so I can't get a SC resident CCW but SC apparently recognizes NC CCW permits. So if I got my CCW from NC then I could carry in SC but I live on base in NC. So I guess I am curious as to maybe any insights into my situation.

Also NC/SC doesn't recognize NY permits plus I pretty much cannot get my NY permit since in NY you have to have the sheriff come to your house and interview you and your neighbors as to why you deserve a permit. You also need 3 references from people who have known you in the county you live in for at least 5 years. Since I don't live there anymore I don't have a place they could come interview me at nor my non-existent neighbors.

If your wife (legally married) lives in SC, why can't your residence be SC? Your place of residence can be different from where you are stationed. Just have your name on the lease, mortgage. Then get the SC CCW.

So the lease we have in SC for our apartment that she lives in, and I use on the weekends would qualify as residency in SC and i could just get a SC CCW?
 
I live in the same county you do and at this point in time every thing I know about carrying on Lejeune says it's not allowed. There is a push in Congress to change the law but it's not been done yet.

Well I don't have any desire to carry on Lejeune or in NC for that matter. I just want to carry in SC

May have to get a drivers licence for that address also. Then I would think you have SC residence. Some states you must be a resident for 6 months or some other time period, check SC laws.

If you're a NYS resident they will make provisions to accommodate you. You can se people outside of the county and a simple utility bill shows residency for licensing purposes. If you don't live in NY you can't get a permit.

In NYS the sheriff doesn't have to come to your house. They want to check the address to establish proof of residency but persons who travel or work on the road aren't available. You can provide a utility bill showing residency. Regarding the neighbor, never heard of that before now. However, if you no longer have NYS as your state of residency they won't issue a permit.
 
My father just got his NYS pistol permit. The sheriff had to come to our house and interview him. After the interview the officer went across the street and talked to some neighbors. My father and brother in law also had to be interviewed by the Sheriff at home as well as a friend of the family who used us as reference. And they do this because new york is a may issue state so after the interview they could decide to deny your application. And I'm still technically at the moment a NYS resident because I was able to send in my Motorcycle rider course completion form to waive my NYSDMV motorcycle road test. They only allowed it since I was a NY resident living out of state at the moment.

I do permit services in NY. Check PL Article 400. NY may not deny an application without cause. Real cause, not someone's opinion. A denial must not be arbitrary and capricious. It must be based in fact not opinion. Permits wrongfully denied are overturned on an Article 78 proceeding. This is the first I've ever heard of police conducting an interview at the home or checking a neighbor. In fact I rarely see them even call the provided references. Should the neighbor say something to cause a denial it is hearsay and the denial is considered arbitrary and capricious. The neighbor could be on the receiving end of a lawsuit for slander and defamation. While truth is a defense in such civil actions, rumor innuendo and hearsay aren't provable truth. Very dangerous thing for the neighbor to talk with the LEO. What county is this?
 
This was Steuben county. I am 100% positive that a Steuben county sheriff came to my house for the interview and then walked across the street and talked to the neighbor

Your orders to North Carolina make you a North Carolina resident for most purposes. Just get the North Carolina permit and be done with it. A permit does not mean that you must own or carry a firearm in North Carolina any more than a driver's license means that you must own a car or drive in North Carolina. South Carolina will recognize your North Carolina resident permit. If any LEO gives you crap about it, just show them your orders to North Carolina.
 
If you have a NC concealed carry permit you can carry in SC. They DO honor NC permits. If you do not have a NC permit you can still keep a loaded firearm in your glove compartment. Without the CWP though you can't carry it on you.
