I have a Kansas CCW. Its good for several more years. I looked at the CCW transfer to AR and its as long or longer than just going to a CCW class and getting a new one. I have sold my home and transfered my current DL and CCW to my brothers home where I rent a small room. I was thinking of just keeping the CCW and at my convince taking a CCW class and getting my AR CCW at that time. I would have to 1, keep my Kansas DL or 2, Get a replacement DL from Kansas and surrender one to AR so I can get an AR DL to apply for the AR CCW with out any lapse. What is the best way to make the transition with out any 3 month lapse time?

Having 2 resident permits may get you in trouble. You can have a resident permit in the state you live in then
You may get nonresident permits like ut and fl and who ever else has nonresident permits

Your AR CCW permit MUST have your physical living address printed on it, and that address MUST MATCH the physical address on your AR Driver's license/ AR ID card. PERIOD. IN both cases you must be a physical resident of AR. If you move your in-state residence, you have 30 days to correct both.

Presenting any out of state permit in AR requires that your out of state addresses match.

This is pretty standard for most states.
Look up their laws as to residence requirements.

Arkansas State Police website will give you specifics about transferring CCW to AR.

I wish you good luck. I moved to Ark. from Tenn. Nov. of 2005. I went to the State Police post in Little Rock and applied for my Ark. permit. The clerk took my Tenn. premit which was valit for 2 more years. She said I could not keep it. I thought I would have my Ark. permit in a couple of weeks. I waited a couple months and went back to see what the holdup was. I was told to go to my home town police and have my finger prints taken. I had my prints taken and took them to the post and waited. Another month went by, I went to the post again and was told that my prints were not any good. Well why didn't you let me know. No comment. I was told to go back to my home town and have the prints taken again. I asked and argued with them that they could take my print right there will I was there. I had to really do some talking to them to have them take my prints. Well I waited another month, no permit. I went back again no permit. I told them that I and my wife are both handicapped. Neither she or I are able to run nor fight so we need to be able to protect our selves. Either return my Tenn. permit or give me my Ark. permit. They did neither. I finely went home and started getting on the phone. I call my gov. representive, no luck finely I called the Governor's office. I didn't talk to the Governor but I did get a real nice lady in his office and she said she would see what she could do. I got my permit 3 days later. It was over 6 months for me to get my permit. Again I say GOOD LUCK

By your own admission you seem to have not completed the proper paperwork and you seem to have failed to submit it properly.

Easily googled
information is available on the ASP website as well as by phone.

It seems that time is the punitive punishment for failing to follow the rules in detail.

Did you ever hear the "honey and vinegar" thing??????

I did everything right. I assumed that with the Tenn. permit and my drivers license I had enough proof. I was not told anything about gettin fingerprinted again until I returned 2 months later checking on my permit. I looked at my prints and they looked fine when I took them in. When I was printed at the post these prints were nothing but black smudges. I am sure the first prints were much much better than the second.
I just want everyone to under stand I did't get upset until they kept giving me the run around. When I first applied for my Ark. license I was made to understand that the license would be in the mail. Not one thing was said about getting printed again. Ya I have heard about the "honey and vinegar" thing. I guess you are trying to tell me everything was my fault. You can't know since you were not there....By the way they got my money when I first applied....

My suggestion would be to call the CHCL department of the Arkansas State Police - 501-618-8607 - and ask the ladies there. From my understanding, you would be in violation of the ASP CHCL rules, as you're required to surrender your "old" state License/Permit (it's a License here in Arkansas) and trying to keep your current. Plus, Arkansas is a "Shall Issue to state residents only" state. It's possible you might be in violation of some state law regarding the definition of "resident", as well. I might be wrong, but don't believe so.
