Answering this for anyone interested. In Ohio an out of state CCW license is valid until it expires IF the Ohio has reciprocity with that state even if you have an Ohio driver's license. Upon expiration of the out of state license it is no longer valid and then an Ohio CCW license presently allows concealed carry.
There is a bill, written by State Senator Dr. Terry Johnson that's going to be passed allowing Constitutional Carry in Ohio but sadly the Governor has said he would veto it and presently there aren't enough votes to override the veto.
