Motercycle carry in pa

In pa you don't need a permit for open carry but anything in a vehicle is considered concealed carry my question is with open carry on a motercycle do you need a permit or not
 
A common misunderstanding.
No where in the PA Uniform Firearms Act (or any other reliable source) does it state "anything in a vehicle is considered concealed carry". The issue is transport, not concealment. If you are going to OC in Pennsylvania without a license/permit you must be "on foot" at all times.


18 Pa.C.S. § 6106: Firearms not to be carried without a license

(a) Offense defined.--
(1) Except as provided in paragraph (2), any person who carries a firearm in any vehicle or any person who carries a firearm concealed on or about his person, except in his place of abode or fixed place of business, without a valid and lawfully issued license under this chapter commits a felony of the third degree.

(b) Exceptions.--The provisions of subsection (a) shall not apply to:

(11) Any person while carrying a firearm in any vehicle, which person possesses a valid and lawfully issued license for that firearm which has been issued under the laws of the United States or any other state.

So here is the kicker, because WA has basically the same wording. We are not IN a motorcycle. In WA RCW's, when references off roading vehicles, they specifically state IN and ON the vehicle, and they left out ON in the RCW for personal vehicle concealed carry. Literally speaking, you could be the guinea pig that fights the word IN vs ON....no one in WA has done it yet...so I can't tell you how well it will go.
