Why does some countys in WV require a person to live fire and others don't. Mineral county does.:nono:

STATE law does not specify. Some instructors decide on their own that live fire is a requirement to get a certificate of completion from them. IIRC the law says "(the applicant) has demonstrated familiarity with firearms" - a broadly undefined statement. It doesn't have to make sense - it's just a poorly written law.
