That is an easy answer. Here in NY every time a school budget is under threat by the voters, the first thing the school board says they have to cut is the bus routes, sports programs and music class. They would never think of cutting "Great Musicals of the 50's" classes.
So when the city is asked to zero or even cut it's budget, what do you think is the first thing to be cut? What ever will have the greatest effect on the undeserving tax paying public.

I am not joking.
You know I am born and raised in St. Louis. I now live in the Buffalo Area. I am still adapting to the way things are up here, and I am not kidding.
I have lived the school budget ploy many times. The latest County Supervisor adapted a zero based budget so they closed county parks. They cut back the snow plowing.
The Government Unions run things up here because they get fat juicy contracts from the Democratic politicians up here, then they take some of those Billions and give them back to the same politicians. Back home we would call it corruption. Up here it is politics.

This is very similar to the Central Park Jogger case from about twenty years ago. A group of 8 black honor students were out "wilding" in the park. They beat and raped this woman and almost killed her.

Some 10 years later, dirtbag defense attorney Ron Kuby got the convictions overturned. Supposedly coerced confessions and some technicalities. So, a woman was beaten to within an inch of her life and raped repeatedly, but no one could be punished due to some legal maneuvers...and there was celebration over the actors being freed.
New York sucks. Home of the handout and government cheese.

This case warrants justice. Any way it can be served.

The story is finally out and discussed at FoxNews last night at O'Reilly. I think they are going to have the victims on the show tonight. If I am one of those victims, i would find another job a hora mismo. She is a pretty girl...and now everyone knows her (in a way). Compared to the "beauty" of the local news women on tv nowadays, she can easily get a job even if she has to read the teleprompter.
