The deal between Sens. Joe Manchin and Pat Toomey on the gun-controlled legislation scheduled for formal Senate debate next week could make it easier to carry concealed weapons across state lines.
The provision is part of the deal Manchin, D-W.V., and Toomey, R-Pa., reached earlier this week on background checks for gun buyers and will be among the first parts of the legislation that senators will consider.
The provision is similar to the Interstate Commerce Reform Act of 2012, which was sponsored by two Republicans -- Rep. Steve Scalise, Louisiana, and Sen. Orrin Hatch, Utah. The legislation failed despite strong support from the National Rifle Association.
The proposal essentially grants states "reciprocity" regarding concealed carry provisions.
In other words, the provision would grant gun owners the right to obtain a firearm and a concealed-carry permit in their home state, then use the permit to carry and conceal the firearm in another state.
Though many states have laws on buying firearms and concealed-carry permits, the federal provision, if adopted, could trump state laws.
The amendment states the gun owner must have been granted the permit within the past five years. However, a handful of states routinely grant lifetime permits.
The amendment also could give similar rights to firearms dealers, allowing them to sell in states beyond the one in which they were originally licensed.
Passing gun-control legislation has become a major part of President Obama’s second-term agenda since the December 2012 shootings at a Connecticut elementary school in which 20 first-graders and six adults were killed.
Americans appear to support some form of background checks to keep guns out the hands of criminals and the mentally ill, according to polls.
However, further gun control legislation has faced stiff opposition on Capitol Hill, with many Republicans and moderate Democrats saying voters in their home districts do not support such efforts.
Proposals to ban semi-automatic weapons and high-capacity gun magazines have already been taken out of the legislation.
A Republican-backed effort to block the Senate debate was defeated this week, opening the way for the full debate. However, even if the Senate passes some form of legislation, the proposal would also face tough votes in the Republican-controlled House.

Yes. I watched the press conference and that was a specific question about gun owners getting arrested in JFK for legally transporting a handgun while flying. The answer given was yes, it would protect legal gun owners from being arrested in JFk and other areas in NYC. Of course, you would have to know every little place and law in the state of NY and different cities. The new bill would just give the right to carry concealed where the local laws allowed. I am sure NYC would ban carrying anywhere but from your house to your car and back to house.

Absolutely right. Please people, don't get all hypnotized behind some promise of reciprocity in exchange for less freedom in other ways. Anything they can give, they can take away, and Lord knows they will. Reciprocity isn't your right, the right to keep and bear is. Any other premise is controlling that which government is prohibited from infringing upon. Don't fall for it.

If they cant get CCWers on carrying their firearms into NYS, they will just get them on mag restrictions or someother BS.

You have to be suspicious of anything the gun grabbers support. There has to be something hidden in this proposal besides reciprocity! Background checks still will lead to registration which I oppose. Reciprocity is a smokescreen for the real provisions in this act.
 
Reciprocity is the "straw man" in the bill to lure you in to support it. It will never stand. I have personally written to Schumer and Gillibrand(Schumer's talking doll) in the past regarding reciprocity and have gotten the same answers from both (When Scumer pulls the string in her back, the words that come out of her mouth are pre-recorded per the Schumer script). The State of NY will remain restrictive and will not honor permits from other states under the "States Rights" provision.

Do not support this SHAM legislation under any circumstances. The Liar in Chief will only sign gun legislation if it limits or takes away some of your rights!
 
I have an idea, why don't we all just carry everywhere we wish under this new bill, damn, don't need the bill the 2nd amendment already trumps (in their words) any new law.
 
Forget all this fluff and stuff! Understand that all this talk about gun control and supporting the Second Amendment never takes into account the single objective which is...THEY WANT ALL GUNS OUT OF THE HANDS OF ALL CITIZENS!
Of course the focus is on law abiding citizens. That is the only place where they have a chance.
Once the guns are out of the hands of the law abiding citizens, let's call them the "workers". The ones that produce and have their work rewards confiscated for redistribution we will be the "state serfs". As far as the less fortunate Barry O-ites, we'll call them the "takers". They are primarily located in the Big City urban areas. The areas that will be hit first and hardest by any interruption to their goods and services. You know how anyone would react in such extreme situations. As they take to the streets in violence with their "illegal" guns the state will have only have one alternative. That would have to be "eliminate" them and bring peace and stability.
What do we have then? We are now rid of those "non-producers" and "takers" and are left with the "law abiding producers". Unarmed and controlled by the state so that we and contribute to the interests of our "democratic" all giving and caring Government. Agree or disagree with this but the signs leave very little else to consider.

Whether Toomey and Manchin are the conmen or being conned is utterly irrelevant.

Putting the bill aside, I wouldn't trust anything that Manchin had anything to do with. I have seen him for years talking out both ends as a Governor of WV, his own citizens were glad to get him out of state, figuring he could do less direct damage as a federal employee (go figure).
 
The fact that these Senators would include reciprocity into this legislation should tell us how dangerous S-649 is. Senator Manchin sold his soul to Obama when he voted in favor of Obama Care:

Sen. Toomey is one of several Republicans who has sold his soul on our Second Amendment Rights. Email or call Sen. Toomey and let him know that you will provide future support for his defeat. I would rather have a known quantity (liberal democrat) in his place. Sen. Toomey is worse than any gun control advocate as he gives millions of "the poorly informed" the impression that because he is a gun owning republican, they can trust him.

NY's Schumer was on TV talking about the Reciprocity provisions of this bill. It will never make it through to the final draft.

It will be in there until the populous voices enough support for the GUN CONTROL bill for it to pass....but POOF...the reciprocity provisions will disappear! At that point...TOO LATE!!! GUN CONTROL is a done deal.

Then Manchin and Toomey, along with others will be saying (to quote a famous movie) "pay no attention to the man(men) behind the curtain"...They are both just shills for the Liar in Chief to get his Gun Control legislation....getting closer to their ultimate goal...CONFISCATION.

This has been the case for decades, actually I don't really feel that I have had a real choice since I turned 18 yrs old and started voting (never missed out on a chance to vote) in 1967. So, this is not something new and it has never been something I have been happy about, but until someone stands for the truth and is electable, you vote for what you feel is the best available.
The problem is more the uneducated voter, voting for who they are told too, instead of them voting for a person because they themselves have decided they are the best for them. Which is what voting is all about.

Not usually how it goes down in presidential elections, though. How many people said that they didn't like Dole, but voted for him anyway? How many voted for McCain even though they couldn't stomach his "moderate" record? How many thought Romney stood for nothing that traditional Republicans stood for, yet voted for him anyway? Seems to me, most people who identify as "conservatives" vote for whoever they're told to by the Republican Party bosses. I didn't/don't, but most did/do.

BTW, I like your new avatar, but have a question for you. Isn't saying "...against all enemies, foreign or Obama" redundant? LOL
