How often should a rarely used, loaded pistol be oiled to ensure proper firing if needed? (It is mainly for personal protection. Firing often for practice isn't practical as funding for more rounds is severely limited.)

If carried regularly, it should be cleaned of lint regularly (may be monthly). After any cleaning, proper lubrication of the cleaned areas that need lubrication should follow. If not carried regularly, it should be cleaned and oiled from time to time (may be annually). Most people over-lubricate their handguns and under-lubricate their rifles. As long it is clean and there is some lubricant, the gun will work.
