Did you laugh when Shrek shook the suspension bridge over the river of lava while Donkey was crossing it? Pretty much everybody in the theater did. Does that mean they condone terrorizing donkeys? Not in the least. In both videos, they are all fictional characters. They're actors. If they had been real people in a real life situation, then you'd have a point, but they weren't. You can't condone something that never took place. You could say they're making light of a serious situation maybe, but you'd condemn most comedy skits in America using that logic. You're taking something serious that obviously wasn't intended to be taken seriously. The difference here is you had no idea this was a comedy sketch until the very end, so it surprised you. If they had played this as part of a comedy show, you probably would have laughed because you would have been expecting the comedy. It just didn't happen the way you expected.

Oh my GOD!!! I used to know some cops in NH that loved to pull pranks on people they pulled over! They would be rolling on the ground at this video!
