According to the Arkansas Concealed Handgun Carry License code, that appears to be a negative. There's nothing which states a statute of limitations on a felony record, anyhow. You can check out more at the Arkansas State Police page on Concealed Handgun Licensing.

I might be reading it incorrectly, however, as I'm not a lawyer nor do I play one on TV or in the movies. My money is on "No".
