Laws regarding moving states with a CCDWL

Hello, my husband and I live in Kentucky and both have our CCDWLs. We have a house in Louisiana that is payed off so we are moving there at the end of August.

From our research, we have come to the conclusion that we will have to get our Louisiana driver's licenses first, which will make our KY CCDWLs invalid. So we can't carry concealed until we take concealed carry classes in Louisiana, then wait a couple of months until our new CCDWLs process and are done. So for those couple of months, we won't be able to carry legally concealed. Correct?

I think this is total bs. I wish we could just do like a change of address type thing for our licenses.

Anyone have experience with moving states with CCDWLs?

I don't have any definitive answers for you, but since you already own property there, you might look into using that to establish residency rather than a DL. Some states will accept a property tax bill and/or power and water bills as adequate to establish residency. I don't know if LA is one such state, but it might be worth checking into.

Can't hurt to call either the Sheriff in the county you're moving to, or the State Police, and simply ask if there's any way to get the ball rolling so that you won't be prohibited from carrying (concealed) during the residency-transition. The worst they can say is "No."

On the other hand, as I understand it, open carry is legal in LA without a permit. Even as a temporary stop-gap measure if you're not comfortable open carrying after you've jumped through all the hoops to get your permission slips, you can still be armed most places, and from what I've read, open carry is generally accepted in the state (meaning you are less likely to get harassed by cops or reported by other citizens than in states where it isn't generally accepted). And who knows? A couple months of open carrying and you might find that you like it and/or end up preferring it.

That might be a good question to ask over on the Louisiana Discussion and Firearm News section under the Firearms Discussion by State heading in this forum.

Another resource can be found at Handgunlaw.us . Click on LA on the map. LA does NOT ISSUE licenses to non-residents. On Page 2 of the .pdf, click on the link for ‘Online Concealed Weapon Permit Application’, THEN, on the LACHP page, click on the link (to the left) ‘Click here for GENERAL INFORMATON AND INSTRUCTIONS and MAIL-IN APPLICATION’. Those instructions will give you a better idea of what documentation they will require.

Back to the LA .pdf page again. On page 11 it states: ‘time period to establish residency: upon obtaining a LA DL/State Issued ID.’ Do an internet search on getting a LA ID card (as opposed to a DL). I believe one of the “accepted documents” for that is proof of ownership of LA property – INCLUDING burial plots!

It APPEARS that, if you make one trip to LA and can coordinate getting an LA Law Enforcement Agency to PROPERLY fingerprint you on the “FBI card” with getting your LA ID card AND getting trained by one of their “approved” instructors, your application MIGHT BE on its way to approval in time for you to have a fairly short “no concealed carry” period (or none).

Open carry IS LEGAL in LA, BUT:” State preemption did allow for laws/ordinances in effect before 7/15/85 to be grandfathered.” (page 9 of the LA .pdf) It is YOUR responsibility to know the law where you carry.
