Permitless Concealed Carry Legislation*

Introduced in Kansas Senate*


A bill recognizing Kansans' freedom to legally carry a concealed firearm without the burdensome requirement of acquiring a Kansas concealed carry license was introduced in the Kansas Senate.* Authored by Senate Majority Leader Terry Bruce (R-34),Senate Bill 45*is an important amendment to current Kansas law and has already received 26 cosponsors. Both KSRA and NRA support this legislation.*

SB 45 is a necessary update to concealed carry in Kansas, allowing law-abiding gun owners the ability to protect themselves and their loved ones.* In Kansas, it is already legal to carry a firearm openly, as long as the individual is not prohibited by law from possessing a firearm.* However, under current law, if a firearm becomes covered by a coat or if a woman prefers to carry a firearm for self-protection in her purse, one would need to possess a concealed carry permit.*

As for the way I understand it .in my interleration so not gold. If you have CCW & Your packing is fine if left in car. It's Like the postal law. They can't stop if you leave locked in car as for inside bldg. Well might want slide here even if unmark with criminal allowed but not honost citizens sign.
Have you acquired a defense lawyer for you just in case you are forced to defend yourself with a weapon?
It's easier now to get one than after If not get one lined up and ask him his take on gun in school's.

As for car carry its in castle doctrine clause. And leave in car goes with post office bill.

Quick tip here on this i think if want to pack concealed here in Kansas i would get a permit to do if you travel into other states like utah,Co..,NM,or others that do not have the constitution cary bill.

You are somewhat wrong on the Federal Gun Free School Zone law and completely wrong on the Post Office prohibition.

The two common exceptions for the Federal Gun Free School Zone is: 1. You have a license issued by the state in which the school zone is located in and a background check is required to be performed by that state prior to issuance of the license. 2. The vehicle exception requires the gun to be unloaded and in a locked container or rack.

18 USC 922 (q)(2):

(A) It shall be unlawful for any individual knowingly to possess a firearm that has moved in or that otherwise affects interstate or foreign commerce at a place that the individual knows, or has reasonable cause to believe, is a school zone.

(B) Subparagraph (A) does not apply to the possession of a firearm—
(i) on private property not part of school grounds;

(ii) if the individual possessing the firearm is licensed to do so by the State in which the school zone is located or a political subdivision of the State, and the law of the State or political subdivision requires that, before an individual obtains such a license, the law enforcement authorities of the State or political subdivision verify that the individual is qualified under law to receive the license;

(iii) that is—
(I) not loaded; and

(II) in a locked container, or a locked firearms rack that is on a motor vehicle;

The Federal Gun Free School Zone law is violated millions of times every day and nobody cares.

The Post Office prohibits firearms stored on postal property which would include in a vehicle:

232.1 Conduct on postal property.

(a) Applicability. This section applies to all real property under the charge and control of the Postal Service, to all tenant agencies, and to all persons entering in or on such property. This section shall be posted and kept posted at a conspicuous place on all such property.

(l) Weapons and explosives. Notwithstanding the provisions of any other law, rule or regulation, no person while on postal property may carry firearms, other dangerous or deadly weapons, or explosives, either openly or concealed, or store the same on postal property, except for official purposes.

But I suppose you'll be OK in a school zone if you're carrying. NOT in a school building.
But the question of reciprocal recognition does come up. Right now Kansas recognizes all other states' permits, but not all states recognize Kansas' permits. And I'm betting even that number would drop considerably.

I have mixed feelings about it. I'd be happy not to have to worry about renewing my permit and it would be a lot more in line with the Constitution. But I still wonder how many people who have never even held a gun will buy one, load it, and carry it around just because they can.

Do Vermont, Wyoming, Arizona and Alaska have problems?

2) Choose your gun.

3) Fill out 4473?(?).

4) Wait Five minutes.

5) All comes back clear (one hopes!)

6) Load gun, insert into holster of your choice and enjoy!
 
I really don't know. I don't live in any of them. And I don't know anybody that lives in any of them.

There is no statistical evidence to indicate that innocent bystanders are in any more danger from negligent discharge in any state that does not require a permit to carry, or that does not require training for their permit to carry. If anything, the person carrying the gun is in more danger themselves because they will just freeze when the criminal attacks them and won't know how to draw their gun and shoot in enough time to protect themselves. I think the discomfort with people being allowed to carry concealed without a permit and/or training comes more from people being indoctrinated to think that just about anything must be more dangerous if the government isn't regulating it.
 
Texas reduced the required class time for a CHL year before last. The state license FEE has not changed. The old classes were all about the law. No firearms training, and that was obvious at the range test--including those renewing their license. A couple of them had not fired their guns since their last renewal. Now, one can renew online, and just pay the fee. Clearly, training is not important in Texas, however, the CHL license fee (Texas is among the highest), is critical to public safety. [emoji6]

Take a look at who lives and how many live in Vermont. Kindly transport all of NYC or a metro area of your choice and then write this--by then it will not be the case. It is easy to blow this horn in Vermont.
