Very confusing question. Arrested 4 carrying? Can't legally carry till permit is issued so until u get it you are treated the same as anyone carrying without a permit.

What State? Missouri it only takes a couple weeks maybe 3 from application 2 issue. Don't know about 3 years.

If you count the course you have 2 take then it might take a couple months from concept 2 permit. Depends on where you take class & how long U gotta wait 4 opening in a class.

In most jurisdictions I would expect that the arrest is of little problem as long as you are not under inditement. You are innocent until proven guilty and can not be punished until convicted. Wait a minute, you don't live in NY do you?

Sure, I got arrested for shop lifting when I was 15

I got arrested for MIP when I was 17

niether case led to a conviction. although both were way more than three years before I got my permit and in another state.
