Is this real?

I can't vouch for that particular list of states without looking it up, but basically yes, you can get a Virginia non-resident concealed carry permit with just an online course. Also you don't need a VA course to get the permit if you have completed a hunter safety course anywhere, or a few other options (See the VA State Police site concerning non-resident permits at Virginia State Police - Nonresident Concealed Handgun Permits). Some states will not accept a non-resident permit unless you already have a resident permit from your own state, other states will. Look at Concealed Carry Permit Reciprocity Maps - USA Carry.

If you have completed a course with a live fire component (like hunter safety) you can get an Arizona non-resident permit that is accepted in a bunch of states (see map referenced above) and it is cheaper to obtain and renew than VA's permit, but you can't qualify with just an online course.

I will add that in my personal opinion while you can get a permit in VA with just an online course I strongly recommend that you have some actual hands-on experience with firearms from somewhere, including basic safety instruction, before carrying a firearm. Also, I strongly recommend that you look up and understand the legal justification and definition of using deadly force in whatever state you're in. In some places simply pointing a gun at someone constitutes using deadly force, even if you don't shoot, so you really need to understand the law.
