Iowa grants gun permits.

I wasn't aware that anyone automatically lost their constitutional rights if they are or become physically disabled. In fact it might be against the law under the American with Disabilities Act, authored by Iowa's own nonresident Senator Harkin. Harken probably didn't exempt the blind sincere he doesn't believe that the second amendment, as with every other right under the Bill of Rights, is an individual right.
