Sounds like the inmates are getting all too much freedom if they can read newspapers while in jail... let alone online!

Oh, and it's required that jails\prisons have cable TV. Not sure if it's Federal minimum standards or just the bleeding hearts out there, though. Most jails in NY also give the inmates internet access, mainly to use LexusNexus but they can access various news sites as well.
Also, in New York some jails provide inmates with newspapers, but they also have the option to purchase subscriptions to newspapers and magazines. Inmates in this country, at least in NYS, have it better than most of you out there - they have almost as much (and some cases much more) freedom than any "free" man.
It is not a federal minimum standard to have tv, newspapers, etc. Look at Sheriff Joe Arpaio of maricopa county in Arizona. He runs a jail system like it should be. Tent city, pink underware, balony sandwitches, no coffee or cigs,no tv, except disney and weather channel, etc. Look him up and you will be surprised. Chain gangs? I think he does that too.
