Il. State Rep. Brandon Phelps has created HB0148 and is seeking support from Illinois Residents and Business Owners. The Family and Personal Protection Act is its name. It is currently awaiting its finishing touches from a Special Committee. The Committee will take the Decision of the Shepard/ Moore v Madigan into consideration before finalizing the Bill for a Vote. This gives us an opportunity to contact every State Official in Illinois and let them know that we DEMAND our 2nd Amendment Constitutional Rights restored. Especially Gov. Quinn, Senator Mike Madigan, Senator Cullerton and your Representatives and Senators. Be a part of the movement that some people say will NEVER happen, we can do this if everyone pitches in and makes our Democracy work as it should... of the people, by the people and for the people.

Illinois is NEVER going to get shall issue concealed carry as it's known in the United States by ANY means other than Federal court (and probably inevitably Supreme Court, because Emmanuel will NEVER accept any decision at a lower level that allows citizens to defend themselves).
Even those here who claim that Illinois will pass concealed carry, hedge their bets with carve outs for Chicago and Cook County... kind of like a 13th Amendment that allows slavery in Mississippi, Georgia, and Alabama.
Legislation not IMPOSED by court decision? NEVER going to happen. You just need to look at Chicago's handgun ban. Were it not for the FEDERAL courts, it would still be going strong.

If enough people get together Emmanuel won't matter he's just a lowly mayor that can not over ride state or federal law. If ILLinois becomes a shall issue state then people will just have to ignore him.

Chicago RUNS Illinois. If Chicago doesn't want concealed carry, ILLINOIS won't get concealed carry via legislation.
As I said, it's court decision or NOTHING.

I'm in KY and I stand by your right to carry. I think it is a battle all Americans must fight not just Illinois citizens!

Unfortunately, having grown up and lived in Chicago for 20+ years and having lived in Kentucky in the '80s, I'd wager that the average Kentuckian has more belief in the right of Illinoisians to carry than the average Illinoisan does. They, and Chicagoans in particular have bought fully into the myth of police "protection" and the idea that there are no human "rights", merely privileges freely bought and sold by our "betters".
If you've never lived in Chicago, it's hard to understand... kind of like North Korea if people COULD leave, but WOULDN'T.

As a former 38 year veteran of "The Peoples Republic of Illinois", I can certainly attest to the fact Illinois will never be a shall issue state. I'm so confident in my certain assessment that, if during my life time, if the peoples republic ever gets a concealed carry law... I'll owe each member of this forum a lobster dinner and case of Busch beer. I'll take back everything bad I ever said about Illinois. I'll even come back to visit. Heck, I'll even consider it one of the 49 existing states!

Dennis1209, I hear you, the Chicago and Cook County Residents, make me ILL&ANNOY me. The bottom line is that I am a East Central Illinois Native, that has moved to the Chicago Suburban area. Today I was at a Party for Fathers Day, attended by 25-30 people. Only two people knew about the Flash Mob Attacks in Chicago, but everyone knew about and supported CCW. The Court Decision is paramount to changing the indoctrinated minds to understand that they have been lied to for over fifty years. I hope you have a fat bank roll, because I plan on collecting a Full Maine Lobster Dinner at Bob Chins.
The 7th District Federal Court of Appeals is a Federal Court and the Illinois State Legislature will act upon the Ruling made by the Court. It will go to a Vote by this Fall and be Law by the first of the year! The State had its ass handed to it and they know it. They will have to hand over several hundred thousand dollars to the plaintiffs Attorneys for the cost of the Lawsuit. The Court Ruling will knock Mayor Rahm Emanuel on his ass too. You really need to hear the first of its kind Oral Arguments of the Court Hearing to understand. The Illinois Law has not been challenged until NOW! The former Residents of Illinois, just turned tail and fled, choosing not to fight, but rather complain and whine. I have stayed and chosen to fight the Violation. You can stay in another State and point your finger at the fight you would not fight and say all of your negative comments. We do not need you, we will fight the fight that you abandoned and did not have the internal fortitude to undertake.

I knew a Man that survived the German Concentration Camp experience and became one of the First Israeli Secret Service Officers, before their even was a Mas-sad. These are the kind of people that I grew up around and learned from. They told me to NEVER, trust somebody that has no Credo, no faith, no belief in something, bigger and more important than themselves. It goes back to 1776, and has involved every conflict our Nation has taken on since. Either you are an American, and you know who you are, what you stand for and against or you are just taking up space in a place that you do not deserve to be in.
