I received this today...

The Illinois State Police (ISP) is pleased to announce that the Concealed Carry Licensing application is being opened to currently registered Concealed Carry Instructors (CCI). Effective Wednesday, December 18, 2013, all CCI can electronically apply for a Concealed Carry License (CCL) by clicking on the Concealed Carry link from the ISP website at Illinois State Police Home Page. This early release will allow the ISP to test the system and ensure there are no problems prior to the public release on January 5, 2014. To apply, you will be required to include the Transaction Control Number (TCN) you received when fingerprinted as a CCI.

Your TCN is: REDICATED.

As an early participant, you are being asked to answer the questions below to assist the ISP in meeting the needs of the public. If you have any questions concerning the application process, please call the ISP Firearms Customer Service Line at 217-782-7980. Thank you.

Looks like the ball is rolling along nicely.

Since the application process will be so hanky and cumbersome I am putting together an instructional video I will share with my students.

Any idea where the apps are gonna be available at? Other than Internet.
Also guessing you just have to go to local PD to do the finger printing?

Finger printing must be done by a state of Illinois licensed Live Scan vendor. They are digital, not ink prints on FBI cards. I hand out a list of vendors to my students in class and in larger classes will invite vendors to class to do prints. The good news is finger prints are optional. The state has 90 days to approve or deny your application, with prints. Without prints the state is allowed 120 days.

I think you might be able to expect paper applications in June. I think the NRA and Illinois Carry put enough pressure on JCAR that the State Police are being forced to come up with a paper application. By the way, don't quote me on that, I could be wrong. I didn't fully understand the minutes of the meeting when I read it and never spent the time to re-read the minutes.
