Washington also runs a check for mental health( committed for mental issues), and a sex crimes background check, to make sure you don't have any violent offenses on your record. They also check for ANY Domestic Violence charges. Some states don't require those specific checks. There are also states that issue adults under 21 CCW permits, which WA does not. So they can't legaly recognize their CCW, for State Law reasons. If you apply for a WA permit, you go to your county Courthouse, fill the paperwork,pay the 56-60 dollars, run your fingerprints. For state and federal check. Once you're eligable, you get your permit in about 30 days. I'm not sure how long you have to wait to be considered a resident. You can call the courthouse to find out. Once you get your residency permit though, with your utah permit, you should be good across the country. The non-resident tax on guns happens in alot of states. Mine isn't recognized in Oregon, because they have a law that prohibits them from recognizing other states CCW. So' when I travel to Oregon, I have to keep my weapon off my body unless I apply for a non resident CCW. Without a WA CCW, you have a 5 day wait period on handguns. Hope that helps some.
