Hands loads: only wrong if the person reloading isn't giving much effort and doesn't pay attention. Otherwise handloads are just fine. If the person is good at reloading, their handloads could very well be better than factory ammo.

Frangible rounds: May lack penetration needed to stop the threat. If the threat is hiding behind anything, your round will not reach them.

Just a few thoughts off the top of my head.

Handloads run the risk of not being able to be reproduced in case of a lawsuit/trial, that is the only issue with them that I have heard of.
 
Given the proper circumstances they are useful but in a soft target application a frangible will most likely pass right through. I have done extensive testing with some brands several years back. Though the makers my have changed the recipe making todays frangibles completely different. I know there has been some HP frangibles come out lately but I have not tested those.
 
I reloaded a ton of ammo and I still get misfires once in a while. Wouldn't want one in the chamber when I needed it most. Can't remember properly stored decent quality factory ammo not going bang unless it was a gun issue.

30 plus years and have had three problems, all of my own cause. Also, depends on the press. The Dillon 550 is mine and has been for some time. It demands 100% of your attention. No smoke, drink, buddies, family, T.V. phones or the like. Or, maybe I am just old. Any type of distraction and trouble awaits. The main issue I have had has been with the primers. But, all me not the machine. The RCBS is for my long guns. The 550 for volume of handgun. As to the issue of legal issues with the reloads for S.D. I was taught to use only factory in the carry/duty. I have been brought to task over this on here and have no hard facts or case law to cite. I have great luck with the 230 gr. JHP by Winchester and the .40 S&W 180 gr. JHP by Remington. The .38/.357 for my wife are not nor have they been an issue. But, I do not do the volume of rounds for her as for mine. We are getting old and do not go to the range much.
 
I agree wkth you about paying attention. I ussually use a Dillon square deal b for mass production. I like the press and it works great. I shop for the best price for my components so maybe thats the issue. A couple years ago i got a great deal on primers. They were forty bucks a thousand everywhere and found a guy selling reloads and components and got them for 25$ a thousand but had to buy a case of five. They were cci primers but marked not for resale. Commercial use only in a white box not the typical color.
I've used most of them with no problem except randomly have had misfires. The round looks the same as all the others but a bad primer. I even pulled a couple and the powder was there. Primer seated ok too. So getting back to what i carry. I go factory ammo only unless i got carried away on the range and shot up all my carry rounds too :-**). That's been known to happen. Besides I like the biggest fastest screaming ass hollow point I can get my hands on in the coolest looking nickle plated case. It just makes me feel good to have them tucked away. But then some people might think thats getting carried away. It's not like I polish them or anything. :-**)
