This is an excerpt from a B/S letter which I received from Representative William (Mac) Thornberry, 13th District, Texas:

Thank you for contacting me about Department of Homeland Security (DHS) purchases of ammunition, armored vehicles, and weapons. I appreciated hearing from you.
As you are aware, there have been numerous internet postings describing how various agencies in the federal government are purchasing large quantities of ammunition. The rumors and allegations surrounding these stories are largely exaggerated and untrue.

In 2012, DHS sought to save taxpayer dollars through a consolidated five-year contract to purchase up to 450 million rounds of ammunition for all of its components (65000 law enforcement personnel in multiple agencies). This amount is roughly consistent with the total amount bought over the last five years. blah, blah, blah..
