Got the dreadful Denial letter yesterday. Time to Appeal.

After 47 days from when I turned in my conceal carry application, I received a denial letter yesterday for my Ohio CCL. I'm confused because I was able to buy 2 guns with this last 45+ days. (I'll explain why this confuses me in a minute- continue reading).

The letter stated that I was denied because I either had "a previous conviction, or a pending charge",
The situation is: I moved to Ohio this year, I lived in Florida prior. A few years ago- I was charged in the state of Florida with 3rd degree Felony (the charge was nothing to do with violence/ battery, drugs, kids, Nothing that automatically excludes you from possessing a gun. Basically at the wrong place, with the wrong people, therefore I went down with the person who committed the crime. Lesson was def. learned. I had never been in trouble before (minus traffic violations), So my lawyer worked out a deal with the prosecutor to have me do a short time on probation, & pay some fines- when I completed everything, my charge would considered- 'Adjudication Withheld'. It would never become a conviction, & it wouldn't affect me negatively like a felony convection would, (or so I was told.) I finished all the requirements & was granted the motion to end probation at the halfway point. I have been free & clear ever since.
This is why i'm confused- I was able to purchase two guns within the past 47 days, (I wasn't cleared immediately, but within 2-3 days both times I was able to buy the guns) So when I got denied for my CCL I was shocked because I had no pending cases, as well as no other run-ins with the law. I was never 'convicted' of a felony- (hints: why I was able to purchase the guns legally, right?)

'Adjudication Withheld' --"The whole premise of an adjudication withheld judgment is that it enables, upon completion of the probation requirements, for an individual to clear his or her name for the charges brought against them. In essence, the adjudication withheld process simply defers punishment, a guilty ruling & a permanent status on the individual’s record. Upon completion, the individual will be cleared of all charges and will be free from punishment.By withholding the adjudication of guilt the court is not convicting you of the crime. If the offense is a felony you will not lose your civil rights. Having the adjudication of guilt withheld also leaves you eligible to have your criminal history record sealed or expunged."

I'm not sure what to do. I've already got on the ball with contacting the court in Florida to have them send certified documents from the case to show that 'Adjudication was Withheld'. Passed that i'm clueless.

anyone ever deal with this before?
