I am looking to get at .40 caliber Glock for concealed carry but I don't know if I should get the Glock 23 or the Glock 27.
Nobody can make that decision for you. Buying a pistol for carry is very personal. You need to decide which one feels better in your hand, is better for your style of carry, etc. etc.

I sometimes carry a Glock 22 and find the sharpness of the muzzle flip difficult to control. That caused me to buy a Glock 19 instead of a 23, although if I were to do it again, I'd buy the 23 and an extra 9x19mm barrel. I imagine that the recoil of the 27 must be something to experience. You might be better off with a small .45.
I don't like any Glock smaller than the 19/23 size, ESPECIALLY in any caliber above 9x19mm.

If it's gonna mostly be a carry gun, go with the 27 all day! If your gonna be at the range all the time you consider the 23 but I'd go with comfort ad concealability. You can also buy a G23 mag and an extention sleeve to shoot the 27 with a full grip at the range. I do it with my 26 when it goes to the range.
