If Germany was offering to station troops on American soil with armed soldiers to protect America, wouldn't you want to have an American voice in the process?

It's not as though he's likely to try and sabotage defense efforts, is he?

German Luftwaffe is stationed on an American base on United States soil helping to protect America?

The Luftwaffe unit stationed on Holloman AFB in NM doesn't really count as it's only a training unit due to the population density in Europe.
