12. Permit for a resident of 5 or more years to be issued or denied within 30 days; permit for a nonresident and resident of less than 5 years to be issued or denied within 60 days.

Not sure how a statement on a State Police web site absolves them from obeying the law?

It is NOT a law! IT is a rule with ZERO enforcement code to back it up. There is a massive difference. Unless some agency is appointed to ENFORCE the rule then it has no weight. With our current federal administration people are afraid and the sale of firearms has gone up exponentially from the time our POTUS was elected it did drop a bit over the past two years. Now that he is running again the sales have increased and if he is re elected they will skyrocket. The NFA wait time prior to the current POTUS being elected was 2 to 3 months now it takes 9 plus! Carry permits are a end result of all this as well and they have been going up and up. With the budgets of all agency's being so limited as well as staff now there are only so many people to do these in the state police. Also the state police standards for requiring a REISSUE to undergo a complete new check has not helped.

You are right to be complaining about the increased number of armed citizens.

Take no comfort in those increased gun sales. Gun sales are up because of purchases of firearms by Obama's civilian security force. they are armed to the teeth and ready to spring into action the day after he is re-elected.

Be careful about what you write - they are searching the net for dissenters and will be rounding them up before the second inauguration.

Just don't tell anyone you heard it from me. my lips are supposed to be sealed on this subject.

The issuing authority, as defined in this chapter, shall issue or deny, and reply in writing as to the reason for any denial, within 30 days of the application date in the case of a resident of 5 or more years and within 60 days of the application date in the case of a nonresident or in the case of a resident of less than 5 years. If the issuing authority does not issue or deny a request for a permit renewal within the time limits specified in this subsection, the validity of the expired permit is extended until the issuing authority issues or denies the renewal.
 
I do not dispute the statute. The point is if one where to challenge it in court ( as there is no enforcement body this is not likely ) what would happen. Those who wait would wait much longer as not completing the background checks would be used as a reason to deny. Then those who waited the almost 90 days would have to start over likely more then once. There is simply not enough staff at the state police to keep up with demand. There is no money to hire more employees to make it go faster. So again people can complain all they want it will change nothing if it does it would likely be for the worse.

If it has a enforcement branch sure. As stated this statute has no clause for enforcement thus it is basically useless. A statute is a rule if backed up by enforcement it has weight if not then no. Law as a general rule has weight as there is a le branch for enforcement of most laws. However there are many laws that also carry no weight as there is no enforcement. Ie Marijuana is illegal under federal law state law can NOT undermine federal law it can be stricter but never lesser Maine now has stores selling pot though. The state Le's will not go after them though the feds can but as of yet are not.
