The article tells you why, if you are willing to believe the source of the information. You must also understand that the contract is one that gives them the option to buy up to and including 1.6 billion rounds. The contract also allows them to not have to buy all of them and would loose the price point if they buy less than a specified number of rounds, a little like an open ended contract with specifications.
That being said it all depends on what transpires in the next 5 years as to whether they buy all or part of the 1.6 Billion rounds.

YUP! That was my reason for buying in lots of 1000. Buying ammo at the range was 2 - 3 times more expensive than what I paid for in bulk.

Well we all can wonder ,but I think that the guy 5 replys ahead of me is really close ! Talked to a few bud's w/ high Milatary back grounds they all said there not to worried about the milatary doing anything to us but(worried about the leaders Barry Santori put in place) they are very worried about the DHS !

We get an explanation from the very people and parts of the government that we do not trust. They are all under the control of the piece of garbage in the whitehouse. I am sure when the wheels of government turned in those formative years of Hitler's rein of terror, Stalin's rein of terror, Mao's rein of terror etal, people thought they were blessed with a government that was there for them as they took their firearms away and built up their domestic forces of terror with firearms and ammunition aplenty. When the time came these domestic forces of terror were unleashed on the populace, military be damned and guess what----the piss ass generals did nothing but submit. Can't happen here? You add up all the insults and all the actions that this miserable moslem dictator wannabe has shoved down our throats without as much as a whimper from Congress---our representatives and voices--and you can see the Reichstag in Germany and the so'called representatives of the people in the USSR and China and how they kept quiet and allowed it all to happen along with the military, who some on this forum really believe will step in and stop the madness. Led by who exactly? He has already begun purging the generals who he sees as threats and the rest of them have noses the same color as his ass. He has his domestic police force in DHS and all their ammunition, he has SEIU, he has ACORN, he has the Sharptons and Jacksons of the world---is it not possible?--you damn well better believe it is possible.

Perhaps not that many since we have to pay for it but let's say the ammo was "free" because your rich uncle was buying... How many would then?

I would not believe obummer and his minions on anything they say. How could ANYBODY believe anything they say. Pelosi says there is no spending problem and obummer said that obummer-care would cause the cost of health insurance would go down. Most everyone on this forum could list a lie that the lib-o-rats have put out. The one thing I have learned is what ever the lib-o-rats and obummer says you can bank on is that the truth is the direct opposite of what they say. If they say costs of something will go down you can bet they will go up. If they raise taxes the economy will grow it's a bet the economy will contract. If they say they are merely buying ammo for "training purposes", they are preparing for war.
I firmly believe that obummer has been pushing people's buttons to achieve this. That way he can say that there can not be any elections and then he can make himself king for life!

You spend YOUR OWN money to buy target ammo. The feds spend OUR money and could buy golden bullets if they thought they needed them.

About 20 years ago, my brother in law worked with a multi-jurisdictional narcotics task force in the Houston area. The Feds gave him a bunch of HydroShocks to practice with.

It is always best to train with what you will rely on to protect yourself. The gov't can afford it on our tax dollars while we can't even get some of them.
