Form 4 Question

Has anyone had any dealings with the Tippecanoe County Sheriff regarding Form 4's? What is his stance on signing them? I am currently researching various suppressors and so long as he has no issues signing a form 4 then I won't have to hire a lawyer to put together a NFA Trust.
