there have been guys who have tried to pay fines, taxes and bills in pennies, nickles and dimes, and they too have run into issues like this.

Badgering the clerk at the counter is not the right way to effect change. The taxpayer said he had no interest in going to a school board meeting. He does not want to get involved, he just wants to complain.
