I'm a little surprised at the "licensed OC" approach.. I understand the step by step to get to where you want to be, but I have a few questions..
Would the OC License be separate from the CC license?
Would the CC License carriers be grandfathered in?
Is there a difference for Resident and NON-Resident?
What would be the "standard" for receiving the OC license? Another $75 class, Another $117 application / fingerprint fee?
I'm not a big OC fan, but I also would not stand in the way of others having the "right".. But this approach does leave the person that OC's subject to being stopped and harassed by law enforcement for proof of their right being exercised..
IF they made it the same license, then instantly Thousands and Thousands would have the right to OC and it would become common place MUCH more quickly. IF it is a separate license, then IF I'm number 57 to get a license after 3 months of the law coming into effect, OC is going to be so NOT common place, that the harassment factor will make many/most not exercise their right even AFTER being licensed.
I'm also pretty scared of OC being unlicensed, so every Thug / Neo-Nazi / Yahoo Redneck who CC's without a permit today, just starts OC'ing...
It is a complex issue and the approach is VERY important.. I'm not sure the present approach is the "right" one, but I'm also not sure of what approach I would prefer.
