In my mind that is the most dangerous way to concealed carry unless you're walking the streets in a very dangerous area, which I would avoid anyways. It's always assumed there is one in the chamber anyways. It only takes a second to rack, and if you're using a revolver it's there already anyways. I never put one in the chamber until I'm ready to fire!

What you're doing is reducing a firing gun to a useless chunk of polymer and steel. Why don't you just carry a rock in your pocket instead? It's just as useful.

I don't know where you live, but come to Oklahoma. I have a magazine with 15 on my left hip and a gun with15+1 on my right hip. Oh and I don't have to hide either of them, if I so wish.
So it really depends on where you live and the state laws.
