DHS's Explanation for Hoarding

I couldn't find anywhere in the forum where DHS has ever given a satisfactory explanation for buying up so much ammo. If there is such a post, I apologize.
One of my congress critters (one of the good guys) wrote big sis asking a number of questions concerning it and she finally answered him. I've included the link for the letter he sent her and the links for the answers she gave. I believe they are all in .pdf form. So...straight from the horse's mouth, or rather her handler or something.

Yes, it sounded like a lot of double speak to me too. That's why I finally gave up trying to make sense of it. And there were a few of his questions that she avoided answering altogether.

Considering the APC vehicles and the targets that they are purchasing depicting civilians I am more inclined to believe this than ever before.

I've been watching the demise of liberty for a number of years and speaking out about it, and it all began with me being ridiculed by nearly everyone I spoke to about it. I'm just an old retired soldier with some old ideas. Then it seems that others around this area finally began to see the truth, and I became a patriot. Then the I-want-everything-free-thinking liberals on the dole elected a muslimo-marxist scumbag community organizer to the highest office in my country, and suddenly I've become a terrorist. My how times do change!
Well, I'm thinking that we are fast approaching the point of no return, as far as being able to restore the liberty lost.
The demise of liberty has almost no impact on our soulless society; (which has been so dumbed-down by progressives that most people below the age of 30 don't even know what the Constitution is all about). It is a shameful thing for sure that has happened to my country.
It is time for us to get off our collective butts, and make ourselves heard. Any suggestions?

I'm curious about those very large "Operational Purposes" usages in the enclosure.

That's a whole lot of shooting going on. How come there aren't many dead border crossers or customs violators. That doesn't pass the smell test.

Might be that they are such bad shots that it takes a 1000 rounds to get one hit on target. We do know that it takes 5 times as many round for cops to stop a perp on average compared to a CCW carrier.

Well, if all that ammo is for training, apparently all the training in the world isn't helping any. No, they're not using it for training. At least not most of it.
