A bill to allow constitutional carry for law abiding citizens has made it out of the House in Colorado and is moving on to the Senate. It will not change who can carry in the state, but will do away with the requirement to get a permit before you can CC in the state. Hopefully it will continue on and Hickenlooper will sign it if it gets through the Senate.

When you say it does not change who can carry in the state are you referring to felons?
 
It doesn't change who can carry, meaning if you are not prohibited by state or federal law from possessing a handgun, you don't have a restraining order against you, and you have no domestic abuse convictions. You must be over 21. It will only really eliminate the need to apply for a permit and have a background check performed. It appears that it will apply to anyone in the state including non-residents, you can view it
