LITTLE ROCK (KATV) - Gov. Mike Beebe announced Thursday that he would not veto a bill making secret all personal information of concealed-carry permit holders.

Beebe said in a press release that he would neither sign nor veto Senate Bill 131. The State constitution mandates that if the governor does not act one way or the other "within five days, Sundays excepted," the bill becomes law by default.

In 2009, a legislative compromise was reached that bolstered the privacy of permit holders while still preserving the public's right to access information. Governor Beebe saw no need to further restrict information and opposed the bill. However, with overwhelming support in both houses and no constitutional concerns about the bill, he decided to let the bill go into law without his signature.
The bill will officially become law next Monday when the constitutionally-mandated five day window ends.

I saw that. It's about time after all the letter writing and tit-for-tat bickering with the guv. I will sleep better Monday. At least the guv isn't going to veto, like he said he would any open carry legislation that crossed his desk. Of course he isn't going to sign the CHCL info., it will just become law. Another victory for we CHCL holders in this state. Thanks to all who supported this fine bit of legislation.

Hi r1derbike. Have you heard why the guv would veto open carry? I can't find anything about his problem with it. Of course I don't know why he had a problem with our privacy on the FOI Act either. :unsure: The guv acted like it was going to cost the state a lot of money or something to keep Newspapers from getting our info. The guy is just strange, I'll be glad when he is gone. sheech!

Arkansas: Lieutenant Governor Signs Right-to-Carry Confidentiality Bill into Law

With Governor Mike Beebe (D) on travel outside Arkansas, Lieutenant Governor Mark Darr (R) signed into law Senate Bill 131 as the acting Governor on February 22. This legislation, introduced by state Senator Bruce Holland (R-9), closes the loophole that allows media outlets to obtain and publish the names and zip codes of concealed handgun carry license (CHCL) holders. This important law took effect immediately.

A spokesman for the Governor had initially indicated Governor Beebe opposed SB 131 while the bill progressed through the legislature. After the overwhelming, bi-partisan support the bill received, however, the Governor indicated he would likely let it become law without his signature, even though his opposition may not have changed.

Rather than delay the inevitable, Lt. Gov. Darr took up the reins of enacting this law when the opportunity arose. For that, the pro-gun community is grateful.

Darr stated, “Having been an outspoken advocate for Second Amendment rights, I felt passionately that there should be no delays in signing this bill into law. Within the bill is an emergency clause which states that once this bill is signed the State of Arkansas can no longer publicly release records concerning persons licensed to carry a concealed handgun or those applying for such a license. The release of such records is an invasion of privacy and threatens the safety and property of the persons identified."

“I appreciate Senator Bruce Holland, the co-sponsors and the 80% of the 89th General Assembly who supported this bill, in their effort to protect the privacy of the citizens of Arkansas,” he added.

The NRA echoes Lt. Governor Darr's appreciation for Senator Holland and those who supported this important pro-gun reform. Arkansas is now the 32nd state that has enacted this type of legislation.
