CCW Permit in Berkeley, CA?

How do I obtain a CCW Permit in the City of Berkeley, CA?
I would like to carry a Kimber CDP II, 45ACP, during warm weather and a Ruger Alaskan, 45LC, during colder weather.

When you conceal carry, do you also carry a backup sidearm? (Not including a knife).

If not you have a better chance of sitting next to Nancy Pelosi in coach on a flight to DC than getting a ccw in Berkeley. They are trying to change the laws but until then no average citizen (those without political pull) get ccws anywhere on the central coast.
