CCL From Indiana

I have my CCL from Minnesota but I was wondering if some one from Illinois could go to Indiana to get their CCL. I have a friend who lives in (Murder City) Chicago. But since Illinois will not issue any CCL's and does not recognize any from other states I wonder if he could take a class in Indiana and get his CCL from them.

No he must be a resident

Indiana issues permits to non-residents who conduct business or own property in Indiana but that may not apply to your friend and it certainly won't do him any good when he's in Illinois. At least not yet.
